Found Dog Alsatian from Manchester Greater Manchester M40

This found Alsatian Dog was found around Manchester Greater Manchester M40

Dog in yard by side of Ashton Canal, outside mill at Pollard Street East, Manchester. Appeared to have lead attached to collar. Appeared extremely distressed. Could not access premises as inaccessible on far side of canal. Have attempted to report to Manchester City Council and RSPCA, but former has no out-of-hours servuce and latter refused to take action, saying ot was matter for council (!)
